Take titanium drivers for example. The maximum volume allowed under the rules of golf is 460 cc for the club to be conforming. It's not sufficient for a manufacturer to claim their drivers are no bigger than 460 cc. The USPGA and the R&A have to confirm they aren't. If they are under the limit, they go on the Conforming Driver lists. If they are bigger then the allowed maximum, they are listed on the Non-Conforming Driver lists.

A word to the quick here. Some manufacturers of inferior knock-offs proudly proclaim their drivers are conforming by stating their clubs are not on the non-conforming lists. All that translates to is that they haven't been submitted for testing. If a club conforms, it's on the conforming list. Just because a drivers is on the conforming list, it isn't necessarily conforming.

Designing and creating conforming clubs takes a lot of skill and attention to details. Get the build process wrong by a fraction of a percent and the clubs could well end up being non-conforming. Dimension isn't the only design element limited by the rules. With restrictions on club-face rebound for example (COR or Coefficient of Restitution) being affected by even a minimal variation in the thickness of the face, quality control is vital.

Clone clubs from respected manufacturers built according to the rules of golf and will be a lot easier on your wallet. Manufactured from the same materials as the big golf companies and with the same (or better) shafts, these are premium golf clubs that will make the game that much more enjoyable. What you get is a set of top quality, conforming, custom built clubs that will perform as good as, if not better, than a set of high-priced off-the-rack OEM's. And all that without the price tags.

And that's not a bad result for a set of custom golf clubs.
